City of Johannesburg Integrated Waste Management Plan (2011)

In terms of the 1999 National Waste Management Strategy (DEAT, 1999), local municipalities are required to develop first generation Integrated Waste Management Plans (IWMPs) and to submit such plans to their respective provincial environmental departments.


The primary objective of IWM planning is to integrate and optimise waste management services, thereby maximising efficiency and improving the quality of life of all citizens while the associated environmental impacts and financial costs are minimised (DEAT, 2000).
